Vacancy Consultant for Gender-based Violence Analysis Report in Sub-Sub-District in Kota Sorong, Southwest Papua

Tanah Papua is characterized by diverse cultures, languages, and traditional practices. However, it also faces significant challenges, particularly regarding gender equality and access to essential services. The communities in Tanah Papua experience high levels of Gender-Based Violence (GBV), including domestic violence, which is influenced by cultural norms, economic disparities, and limited access to support services. Additionally, issues such as HIV prevalence among women further compound the challenges faced by the community. Despite efforts by the government and civil society, there remains a pressing need for comprehensive interventions to address GBV and improve access to healthcare and legal support for women in Tanah Papua.

The primary issue this project seeks to address is GBV, particularly domestic violence, in Kota Sorong. GBV encompasses various forms of violence perpetrated against individuals based on their gender, and it includes physical, sexual, psychological, and economic abuse. In Tanah Papua, GBV is prevalent due to factors such as cultural norms, economic disparities, and limited access to support services. This project aims to raise awareness, empower survivors, mobilize communities, and strengthen support systems to prevent and respond effectively to GBV. Additionally, it seeks to address related challenges, such as limited access to healthcare and legal support for survivors of GBV. By tackling GBV comprehensively, the project aims to create safer and more equitable communities in Tanah Papua. To support more detailed data collection regarding GBV at the sub-sub district level, consultants are needed to carry out assessments.

Objectives

The primary objective of this project is to conduct a comprehensive GBV analysis report in a specific sub-district of Tanah Papua. The report aims to assess the prevalence, patterns, and underlying drivers of GBV within the sub-district, as well as the existing response mechanisms and support services available to survivors.

Scope of Work

The consultancy services will include, but are not limited to, the following tasks:

  1. Conduct field research in the sub-sub district to gather primary data on the prevalence, nature, and impact of GBV, including interviews, focus groups, surveys, and observation in sub-sub ditrict level
  2. Facilitate capacity building for focal point which will provide the trainings in community particularly in sub-sub district level
  3. Review existing literature, reports, and data on GBV in the sub-sub-district and Tanah Papua region to complement field research findings.
  4. Assess socio-cultural, economic, and structural factors contributing to GBV, including cultural norms, access to education and healthcare, economic opportunities, and legal frameworks, through a combination of fieldwork and desk review.
  5. Identify existing GBV response mechanisms, support services, and service gaps within the sub-district, including healthcare, legal, psychosocial, and shelter support, through field assessments and stakeholder consultations.
  6. Engage with stakeholders, including community members, leaders, government agencies, civil society, and service providers, through field visits and meetings to validate findings and gather input.
  7. Prepare a comprehensive GBV analysis report outlining key findings, conclusions, and recommendations for interventions and policy advocacy, integrating field research and desk review findings.
  8. Present findings and recommendations in GBV taskforce meeting to relevant stakeholders, fostering awareness and action on GBV prevention and response within the sub-district.

Expected Output

Detailed GBV analysis report specific to the sub-sub district, offering comprehensive insights into the prevalence, patterns, and impacts of GBV within the community. This report will serve as a resource for focal points on GBV in the sub-sub districts.

Proposal Submission

Interested consultants are invited to submit a detailed proposal outlining their approach, methodology, team composition (if applicable), timeline, and budget for the consultancy services. The proposal should also include relevant experience and qualifications of the consultant(s) and any additional supporting documents.

Budgeting

This activity will be carried out using funding from the Canada Fund for Local Initiatives project Activity 2.

Consultant Criteria

  • Degree in Gender Studies, Sociology, Anthropology, Public Health, Social Work, or a related field.
  • Demonstrated experience in conducting research and assessments on gender-based violence (GBV), gender equality, and women’s rights, preferably with a focus on indigenous communities and culturally diverse contexts. Strong qualitative and quantitative research skills, including data collection, analysis, and report writing.
  • Deep understanding of Gender-Based Violence (GBV), including its causes, consequences, and effective prevention and response strategies, with a particular emphasis on the cultural, social, and political dynamics of Tanah Papua. This includes knowledge of traditional practices and community norms that influence GBV in the region.
  • Excellent written and verbal communication skills in Indonesian or local languages is an asset.
  • Strong interpersonal skills, with the ability to engage effectively with a wide range of stakeholders, including community members, leaders, government agencies, civil society, service providers, and indigenous people.
  • Strong analytical and problem-solving skills, with attention to detail and accuracy.
  • Availability to travel to and within Kota Sorong and the 18 sub-sub districts as needed for field research and stakeholder engagement.
  • Ability to produce high-quality written reports and documentation, including needs assessments, progress reports, and final evaluations, in accordance with project requirements and timelines.

Being indigenous people from Tanah Papua or having extensive experience working closely with indigenous communities in the region is considered a significant advantage and will be given special consideration during the evaluation process.
