Vacancy Consultant for the Development of Gender-Based Violence Capacity Building Modules in Tanah Papua

Tanah Papua is characterized by diverse cultures, languages, and traditional practices. However, it also faces significant challenges, particularly regarding gender equality and access to essential services. The communities in Tanah Papua experience high levels of Gender-Based Violence (GBV), including domestic violence, which is influenced by cultural norms, economic disparities, and limited access to support services. Additionally, issues such as HIV prevalence among women further compound the challenges faced by the community. Despite efforts by the government and civil society, there remains a pressing need for comprehensive interventions to address GBV and improve access to healthcare and legal support for women in Tanah Papua.

The primary issue this project seeks to address is GBV, particularly domestic violence, in Kota Sorong. GBV encompasses various forms of violence perpetrated against individuals based on their gender, and it includes physical, sexual, psychological, and economic abuse. In Tanah Papua, GBV is prevalent due to factors such as cultural norms, economic disparities, and limited access to support services. This project aims to raise awareness, empower survivors, mobilize communities, and strengthen support systems to prevent and respond effectively to GBV. Additionally, it seeks to address related challenges, such as limited access to healthcare and legal support for survivors of GBV. By tackling GBV comprehensively, the project aims to create safer and more equitable communities in Tanah Papua. In an effort to provide understanding and increase awareness regarding GBV, a module is needed which will be developed by the consultant

Main Objectives

The main objective of this activity is to develop comprehensive GBV capacity-building modules tailored to the unique cultural, social, and economic contexts of Tanah Papua, specifically in Kota Sorong, Papua Barat, Indonesia. These modules aim to enhance awareness, empower survivors, and mobilize communities by providing education on the various forms of GBV, including domestic violence, and promoting effective prevention and response strategies. By addressing the underlying cultural norms and economic disparities that contribute to GBV and improving access to essential healthcare and legal support services, the project seeks to foster safer, more equitable communities in Tanah Papua.

Scope of Work

The consultancy services will include, but are not limited to, the following tasks:

  1. Conduct a thorough needs assessment to understand the specific context, challenges, and existing resources related to GBV in Tanah Papua, with a focus on Kota Sorong, ensuring active participation and leadership of indigenous peoples in the region.
  2. Develop a detailed work plan outlining the methodology, timeline, and deliverables for the development of GBV capacity building modules, prioritizing the involvement of indigenous consultants or organizations with deep cultural understanding and sensitivity.
  3. Design and develop comprehensive modules aimed at providing community understanding of various forms of GBV, identifying risk factors and triggers, highlighting women’s rights, educating about the negative impacts of GBV on access to healthcare, and promoting attitude change, with direct input and guidance from indigenous consultants or organizations.
  4. Ensure that the modules are culturally sensitive, linguistically appropriate, and rooted in the traditional knowledge and practices of indigenous communities in Tanah Papua, leveraging the expertise and perspectives of indigenous consultants or organizations.
  5. Incorporate participatory and interactive learning methods that are culturally relevant and respectful of indigenous ways of knowing and learning, facilitating meaningful engagement and empowerment of indigenous stakeholders throughout the development and implementation process.
  6. Pilot test the modules in collaboration with indigenous partners to gather feedback and refine the content based on the input received, valuing and respecting the contributions of indigenous consultants or organizations.
  7. Facilitate capacity building for focal point which will provide the trainings in community particularly in sub-sub district level
  8. Finalize the modules based on the feedback received, ensuring that they reflect the cultural diversity and richness of indigenous communities in Tanah Papua, and prepare them for dissemination and implementation in partnership with indigenous consultants or organizations.

Expected Output

  • Comprehensive set of GBV capacity-building modules customized for the unique context of Papua.
  • Provision of tailored educational resources and training materials to enhance stakeholder capacity in Papua for effective GBV response and prevention.

Proposal Submission

Interested consultants are invited to submit a detailed proposal outlining their approach, methodology, team composition (if applicable), timeline, and budget for the consultancy services. The proposal should also include relevant experience and qualifications of the consultant(s) and any additional supporting documents.

Budgeting

This activity will be carried out using funding from the Canada Fund for Local Initiatives project Activity 1.

Consultant Criteria

  • Demonstrated experience and expertise in the field of gender equality, GBV prevention, and capacity building, preferably with a focus on indigenous communities and culturally diverse contexts.
  • Deep understanding of the cultural, social, and political dynamics of Tanah Papua, particularly as they relate to GBV, traditional practices, and community norms.
  • Ability to integrate indigenous perspectives, knowledge, and practices into the development of GBV capacity building modules, ensuring cultural sensitivity and relevance.
  • Proven strong communication skills and ability to collaborate effectively with diverse stakeholders, including indigenous community members, elders, traditional leaders, local organizations, and government agencies.
  • Demonstrated proficiency in module development, curriculum design, and adult learning methodologies, with a focus on specific needs and context of Tanah Papua.
  • Fluency in Bahasa Indonesia is required, and proficiency in local indigenous languages spoken in Tanah Papua is highly desirable.
  • Commitment to promoting gender equality, social justice, and human rights, with a particular focus on addressing GBV and empowering marginalized communities.
  • Ability to produce high-quality written reports and documentation, including needs assessments, progress reports, and final evaluations, in accordance with project requirements and timelines.

Being indigenous people from Tanah Papua or having extensive experience working closely with indigenous communities in the region is considered a significant advantage and will be given special consideration during the evaluation process.
